Teen Council: a Case of Vagueness & Underfunding

For several years (around 1993) I was officially YA Librarian at Exposition Park Regional Branch.  My least favorite assignment in this capacity was to organize a “Teen Council” for our branch.  The instructions as to what I should do were completely vague – and there was no funding at all for any type of programming.
